SUMMARY

The Energy Institute has undertaken a project aimed at aiding bulk petroleum and fuel storage installation operators in addressing Recommendation 12 from the Buncefield Major Incident Investigation Board (BMIIB) Final report, which requires operators to assess the location and protection of emergency response facilities to ensure survivability. The project has developed a vulnerability assessment guide that aims to work in conjunction with the update to EI 19 ‘Fire precautions for refineries and bulk storage installations’ and is related to the vulnerabilities to emergency response equipment and associated human interactions for atmospheric storage tank operations. The use of the guide will enable duty holders to ensure that their Safety and Environmental Critical equipment and associated human interactions remain fit-for-purpose.
